About this opportunity

This grant program is authorized by the American Recovery and Reinvestment Act of 2009 (Public Law 111-5) (the “Recovery Act”). The stated purposes of the Recovery Act are: to preserve and create jobs and promote economic recovery; to assist those most impacted by the recession; to provide investments needed to increase economic efficiency by spurring technological advances in science and health; to invest in transportation, environmental protection, and other infrastructure that will provide long-term economic benefits; and to stabilize state and local government budgets, in order to minimize and avoid reductions in essential services and counterproductive state and local tax increases. The Recovery Act places great emphasis on accountability and transparency in the use of taxpayer dollars. Among other things, it created a Recovery Accountability and Transparency Board and a web site—Recovery.gov—to provide information to the public, including access to detailed information on grants and contracts made with Recovery Act funds. The Bureau of Justice Assistance (BJA) is soliciting applications for initiatives that assist law enforcement in rural states and rural areas along the Northern and Southern land borders to prevent and combat crime, especially drug-related crime. Grant recipients will participate in an evaluation of any programs supported through this solicitation. The National Institute of Justice will manage these evaluation activities through the selection of evaluators who will work directly with grant recipients. Each applicant must certify their willingness and capacity to participate in an evaluation, and to provide access to data. Note: Absent explicit statutory authorization or written delegation of authority to the contrary, all final grant award decisions will be made by the OJP Assistant Attorney General (AAG), who may also give consideration to not limited to, underserved populations, strategic priorities, past performance, and available funding when making awards.
