About this opportunity

The Bureau of Prisons (BOP) operates 119 federal prisons to house approximately 174,000 federal offenders. Additionally, BOP contracts with private companies and some state governments to house about another 40,000 inmates. At the end of 2012, 208,000 individuals were held in federal custody in federal and private facilities, up from 133,900 in 2000—an increase of 55 percent. Between 2000 and 2011, this population increased an average of 3.9 percent per year, with a more modest increase of 1 percent between 2011 and 2012. The extent of crowding that has resulted from the population increase varies depending on the level of security ( maximum) and type of at the end of January 2014, BOP facilities were over rated capacity by an average of 33 percent, and exceeded capacity by 39% in low security, 43% in medium security, and 50% in high security. Accordingly, the Consolidated Appropriations Act, 2014 ( 3547; 113th Congress) provides funding for the Department to establish and support the operations of a ribbon Charles Colson Task Force on Federal Corrections to address challenges in the federal corrections system. This solicitation seeks a technical assistance provider to convene and support the work of the task force.
