Brownfields Revolving Loan Fund (RLF) Grant Program

Purpose: The Revolving Loan Fund (RLF) Grant Program purpose is to help facilitate assessing and cleaning up contaminated sites by granting funds to nonprofits, tribal entitles, and local governments. Description: The RLF Grant Program provides grants to help nonprofits, tribal entities, and local governments who are not potentially liable under CERCLA section 107 assess or clean up brownfields that they own. DTSC accepts applications continuously, subject to fund availability. In 2023, there is not sufficient funding in the Revolving Loan Fund, therefore DTSC is not accepting applications at this time. Eligibility Requirements Eligible Applicants: Nonprofit Public Agency Tribal Government Eligible borrowers include non-responsible local governments, nonprofit organizations, and tribal entities. Eligible Geographies: Site must be in California. Important Dates Expected award announcement The date on which the grantor expects to announce the recipient(s) of the grant. Continuous basis Period of performance The length of time during which the grant money must be utilized. Case-by-case basis Funding Details Total estimated available funding The total projected dollar amount of the grant. $176,000 Expected number of awards A single grant opportunity may represent one or many awards. Some grantors may know in advance the exact number of awards to be given. Others may indicate a range. Some may wish to and wait until the application period closes before determining how many awards to offer; in this case, a value of “Dependent” will display. Dependent Estimated amount per award Grant opportunities representing multiple awards may offer awards in the same amount or in varied amounts. State Funding Source Notes: The United States Environmental Protection Agency (U.S. EPA) initially provided the funding for the program. Funding Method: The manner in which the grant funding will be delivered to the awardee. Funding methods include reimbursements (where the recipient spends out-of-pocket and is reimbursed by the grantor) and advances (where the recipient spends received grant funds directly).
