Capital Readiness Advisors will provide expertise and guidance through a peer learning cohort and individual advising to local governments, tribal governments and nonprofits with early-stage capital projects that directly benefit overburdened communities in Washington. Advisors will help grantees strengthen organizational and project readiness, address early-stage capital project challenges, and advance projects toward implementation. Commerce anticipates selecting up to three advisors. One advisor will be assigned to each grantee group: Washington local governments, federally recognized tribal governments, and federally designated nonprofits. There is up to $25,000 per advisor available, with maximum funding of $75,000. Respondents may propose one or more qualified advisors, with separate qualifications and quotations for each individual. Awards are contingent upon successful contract negotiations and execution. Commerce will post written answers and any formal RFA amendments on the funding opportunity webpage by Oct. 30, 2026.
