CDBG – Disaster Recovery

Overview After Presidentially-declared disasters, the United States Congress often appropriates federal Community Development Block Grant (CDBG) funds through the Department of Housing and Urban Development (HUD) to address long-term unmet Disaster Recovery (DR) needs in the disaster-affected areas. The Congressional appropriation is followed by a HUD notice that identifies the most impacted and distressed areas and provides for rules and alternative requirements and program waivers for the use of the grant funds. The CDBG-DR funds are available to pay for necessary expenses related to activities that are authorized under the Housing and Community Development Act of 1974, as amended, relating to disaster relief, long-term recovery, restoration of infrastructure and housing, economic revitalization, and mitigation in the most impacted and distressed areas of the state. The Alabama Department of Economic and Community Affairs (ADECA), acting on behalf of the state of Alabama, is in the final stages of expending disaster recovery funds appropriated by Congress as a result of the tornadoes that impacted counties located in the northern portion of the state in 2011. More recently, Alabama has been allocated disaster recovery and mitigation funds for hurricanes Sally and Zeta that impacted counties located in the southern portion of the state in 2020. The links below serve as separate webpages, one each for the 2011 tornadoes grant program and the 2020 hurricanes grant program. These webpages will serve a dual purpose of meeting regulatory requirements and communicating information to the general public on these CDBG-DR programs.
