SAIL is a statewide program that helps people with intellectual and developmental disabilities build leadership skills, speak up about issues that matter and take part in public policy. Commerce expects to award one contract, up to $108,000 per year. Minimum qualifications Interested organizations must meet the following minimum qualifications: Be licensed to do business in Washington, or commit to becoming licensed within 30 days of selection. Have at least five years of experience providing support, accommodations and working with people with developmental disabilities. Be available to work in Washington. How to apply Interested organizations should apply through Washington Electronic Business Solution (WEBS) . Proposals are due b y 4:59 PT on Aug. 25, 2026. Pre-proposal conference DDC will host a virtual pre-proposal conference for interested bidders on July 21, 2026, from 3:30–4:30 PT. The conference will be held on Zoom. Attendance is recommended but not required. Questions asked during the conference will be answered in writing and posted to the funding opportunity page for this solicitation.
