Eligible funding applicants are: regional authorities, nonprofit and for-profit organizations, institutions of higher education, and county/local governments. The funding applicants must conduct projects in one or more of the following three regions: the Flag Pacific Islands (Hawaii, American of the Northern Mariana Islands), Gulf of Mexico Coast (Alabama, Gulf Coast of Texas) and West Coast (California, Oregon, and Washington).
