Pursuant to Homeland Security Act of 2002 ( 107-296), the DHS S&T Chemical Biological Division seeks technologies to prevent, detect, & defend against chemical and biological attacks. Also, this division is charged with pursuing research to improve response & testoration, conduct threat risk assessments & invest in bioforensics R&D. The focus of this BAA is in the area of biological toxin detection assay R&D. A formal Request for Proposals (RFP) will not be issued. It is available via the FedBizIpps website at (http://www.fbo.gov) and posted on the HSARPA website (http://www.hsarpabaa.com). An award may be a cost reimbursement contract; however, the Government reserves the right to award other types of agreements or other transactions.
