About this opportunity

Reduction in donor funding for HIV programs in Ukraine calls for the urgent development and implementation of more sustainable and cost-effective Medication-Assisted Treatment (MAT) organization models. The goal of this funding opportunity announcement (FOA) is to provide targeted technical assistance (TA) to MAT programs in Ukraine to improve the sustainability and quality of programs and the long-term health outcomes of MAT clients. The objectives to be achieved under this FOA by year 5 include to identify and implement a minimum of three financially sustainable and cost-effective MAT funding models to inform MAT service scale-up for the Government of Ukraine; to provide at least 60 MAT program personnel with necessary training on up-to-date clinical standards and institutionalize a clinical quality improvement system to improve quality of care for all MAT clients; to implement integrated care models to increase the number of MAT clients receiving co-located services such as TB, pre- antiretroviral therapy (ART) and ART care, for improved client health outcomes; and to identify and implement a minimum of two models of post-MAT services to decrease the relapse rate among clients who discharge from MAT services.
