Local Highway Safety Improvement Program (HSIP)

Purpose: Achieve a significant reduction in traffic fatalities and serious injuries on all local public roads. Description: The Highway Safety Improvement Program (HSIP), codified as Section 148 of Title 23, United States Code (23 U.S.C §148), is a core federal-aid program with the purpose to achieve a significant reduction in traffic fatalities and serious injuries on all public roads. The Division of Local Assistance (DLA) manages California's local agency share of HSIP funds. California's Local HSIP focuses on infrastructure projects with nationally recognized crash reduction factors (CRFs). Local HSIP projects must be identified on the basis of crash experience, crash potential, crash rate, or other data-supported means. Eligibility Requirements Eligible Applicants: Public Agency Tribal Government Any California local agency that maintains the public roadways can apply. Eligible Geographies: N/A Important Dates Application deadline The date (and time, where applicable) by which all applications must be submitted to the grantmaker. Funding Details Total estimated available funding The total projected dollar amount of the grant. $370,000,000 Expected number of awards A single grant opportunity may represent one or many awards. It may be either State or Federal (or a combination of both), and be tied to a specific piece of legislation, a proposition, or a bond number. Federal and State Funding Source Notes: The HSIP funding source is Federal. In the meantime, state funds may be available from time to time for HSIP projects by funding exchange. Funding Method: The manner in which the grant funding will be delivered to the awardee. Funding methods include reimbursements (where the recipient spends out-of-pocket and is reimbursed by the grantor) and advances (where the recipient spends received grant funds directly). Reimbursement(s) Funding Method Notes: If the application is selected for funding, the agency will enter an agreement with Caltrans. The agency uses their own funding to implement the project and invoice Caltrans for reimbursements.
