Increase the number of service sites that adopt dedicated approaches that offer KP friendly services without stigma and discrimination. 4. Increase the representation of community key populations in the governance structures that influence health systems and health services for populations most at risk. 5. Increase the capacity of local civil society organizations to successfully secure and manage diversified funding, via host country the private sector.
