Manufactured Home Park Acquisitions Pilot (MHPAP) The Virginia Department of Housing and Community Development (DHCD) has launched the Manufactured Home Park Acquisition Pilot (MHAP) Program, supporting efforts by manufacturing home park residents and nonprofit organizations (501(c)(3)) to acquire manufactured home communities in Virginia. By facilitating resident or nonprofit ownership, the program aims to preserve affordable housing options and prevent the involuntary displacement of current residents. Through the duration of the loan term, MHPAP promotes the long-term affordability of existing manufactured home units. Key objectives of the program include: Preserving affordable housing opportunities across the Commonwealth, Encouraging resident ownership and cooperative community management, and Leveraging local and state resources to support sustainable community development Manufactured Home Park Acquisitions Pilot (MHPAP) Guidelines Registration of Manufactured Home Parks DHCD is required to create and maintain a registry of Manufactured Home Park Owners in the Commonwealth. Owners of Manufactured Home Parks are required to submit this application form to DHCD to serve as proof of operations in the Commonwealth. For Parks in operation on or before July 1, 2026, this application must be submitted to DHCD by December 28, 2026 (Item 102 4c of Chapter 1 of the 2026 Act of Assembly, Special Session I). Application for Registration of Manufactured Home Park Park Registry [coming soon] Notice of Sale of Manufactured Home Park Effective July 1, 2026 Per §55.1-1308.3 of the Code of Virginia (Virginia Manufactured Home Lot Rental Act), DHCD is required to keep and post a Notice of Sale when a Manufactured Home Park enters into a sales contract to sell the Park. DHCD keeps the Notice of Sale posted on the website until the Park Owner sends a written notice to DHCD that the Park has been sold to a third-party, or the transaction does not go to settlement. See sample "Notice of Sale" form below. The Park Owner is required to give this Notice of Sale to each Manufactured Home in the Park, each Park Tenant with a valid lot lease, the Locality where the Park is located, and the local Circuit Court. Park residents or the Locality may exercise a Right of First Refusal and may purchase the Park at the same price and substantially equivalent terms as the sales contract.
