Back to All Programs Advanced Nuclear Energy NYSERDA, jointly with the New York State Department of Public Service (DPS), is currently developing a Master Plan for Responsible Advanced Nuclear Development in New York. Publication of the Master Plan is expected by the end of 2026. Advanced nuclear technologies, developed using lessons learned over the decades of operating experience of the current fleet providing emissions-free baseload electricity in New York and around the world, are well positioned to help support continued grid stability and economic growth. Numerous assessments, including in the 2025 State Energy Plan reinforce the recognition that advanced nuclear will play a critical role across the full range of our energy needs by supporting an affordable, reliable and clean grid, deliver system-wide savings, drive economic development, and meet load growth needs. In fact, the State Energy Plan estimated that a least-cost, zero-emission electricity system could include over five gigawatts of new nuclear power in 2050. Advanced Nuclear Policy Options Paper On June 12, 2026, NYSERDA and DPS released an Advanced Nuclear Policy Options Paper (Options Paper), which contains evaluation of the policy mechanisms to support new grid-scale advanced nuclear projects, including assessing barriers to commercial viability, risk management, potential financial support and funding, technology selection and procurement approaches that can enable project viability. The Options Paper contains a broad range of issues that can be considered by the Public Service Commission (PSC) and other state entities. It also represents an important first piece of the Master Plan for Responsible Advanced Nuclear Development in New York (Advanced Nuclear Master Plan) under development and expected to be published by the end of 2026. The Options Paper is available here: Advanced Nuclear Policy Options Paper Appendix A: Preliminary Economic Impact Analysis Appendix B: Market Assessment Appendix C: Cost Analysis – Inputs and Methodologies Appendix D: Cost Analysis – Results Appendix E: Technology Maturity Assessment Interested stakeholders are invited to file comments on the issues raised in the Options Paper and other issues and questions included in the Order Establishing a Nuclear Reliability Backbone Process by September 24, 2026.
