About this opportunity

GGNRA has approximately 18 million visitors per year, approximately 300,000 of whom visit Ocean Beach, an NPS-managed area within GGNRA. SPUR, through an extensive interagency and public planning process, recently completed the Ocean Beach Master Plan (OBMP) that addresses coastal management, transportation and visitor facilities issues at Ocean Beach on both City and NPS lands and provides a vision for future management. The OBMP is an ambitious and proactive vision to adapt to rising seas, protect infrastructure, restore coastal ecosystems and improve public access along Ocean Beach. Improvements to both City and NPS facilities were identified in the public planning process led and coordinated by SPUR, NPS participated in the SPUR led process and desires to continue to cooperate with SPUR on their further actions to coordinate planning to advance toe goals of the Ocean Beach Master Plan and its concepts. Public agencies with jurisdiction over Ocean Beach also supported this planning effort. With the completion of the the support of NPS and other agencies, will coordinate with responsible agencies to cooperatively work on implementation studies that will advance OBMP recommendations towards implementable projects, develop more detailed technical analysis, and prepare for environmental and regulatory review. The O¿Shaughnessy Seawall promenade and adjacent parking lot near the north end of Ocean Beach does not meet the needs of park visitors or present an appropriate setting for this important and heavily used public space. The area is dominated by a large asphalt parking lot with very limited amenities for beach visitors. There is also poor access for visitors along and across the Great Highway from Golden Gate Park to the beach. Golden Gate National Recreation Area (GGNRA) plans and the 2012 Ocean Beach Master Plan identify this part of Ocean Beach as a location for diverse recreational activities, with improved amenities and safe connections to Golden Gate Park. Cosco Busan settlement funds would be used to plan projects to be construction ready so they create a vibrant new space with appropriate and sustainable landscape design, necessary visitor amenities, while maintaining parking and supporting its continued use for major special events. Effect of Project on Public Health and Safety: This project would improve hygiene and public health conditions at the beach by adding much-needed restroom facilities and would improve public safety by improving circulation routes and the pedestrian / bicycle crossings of the Great Highway.
