Offshore Wind Waterfront Facility Improvement Program

This grant program aims to support the buildout of offshore wind facilities and maximize the economic and environmental benefits of the offshore wind industry in California by supporting plans to improve the capabilities of California waterfront facilities. There are three infrastructure improvement categories: Category I: Activities that support developing individual or regional retrofit concepts and investment plans. Category II: Activities that support final studies and review, and construction of retrofits. Category III: Activities that include cost-share funding to an eligible applicant that receives a federal award for purposes consistent with Category I or Category II activities. Expand All Collapse All Funding Opportunities The Grant Funding Opportunity (GFO)-24-701 Offshore Wind Energy Waterfront Facility Improvement Program, provides funding for projects planning for infrastructure improvements at waterfront facilities to support offshore wind projects. This solicitation implements provisions of Assembly Bill 209 - The Energy and Climate Change budget bill (Chapter 251, Section 12, Chapter 7.6, Article 6, enacted in September 2022). A Notice of Proposed Award for the Offshore Wind Energy Waterfront Facility Improvement Program totaling $42.75 million was released on March 7, 2025. The five agreements below were approved on October 8, 2025.
