SUPPLY CHAIN:  The state is home to a resilient semiconductor supply chain that has been developed over decades. WORKFORCE:  Oregon is home to 9% of the nation’s semiconductor workforce, despite having only 1.3% of the overall population – and we are developing our workforce at every level. Oregon State University’s College of Engineering is the 7th largest engineering college in the nation for undergraduate enrollment, and our community colleges offer workforce training that supports advancement of incumbent workers and attracts new entrants to the field. Semiconductor Task Force Begins A New Wave Of Investment Oregon’s bold approach to amplifying opportunities under the CHIPS Act began with the Semiconductor Task Force, a strategic planning effort led by Senator Ron Wyden, then-Governor Kate Brown, and Portland General Electric CEO Maria Pope. In August 2022, the same month the Federal CHIPS Act was signed into law, this public-private collaboration recommended several actions to support the expansion of Oregon’s uniquely strong semiconductor industry cluster. Oregon’s Bold Approach The Oregon State Legislature responded by passing the most significant economic development legislation in a generation to enhance the competitiveness of the state’s semiconductor industry: UPDATE! (10/3/2024)  Governor Tina Kotek announced a proposal to bring approximately 373 acres of lands into the urban growth boundary of the city of Hillsboro, subject to the authority granted to the Governor in Senate Bill 4 (2023) Section 10. A public meeting regarding this proposal takes place October 10 with additional public comment period available.  More Information Here . Oregon CHIPS Program allocates up to $240 million of direct incentives to Oregon semiconductor manufacturers applying for Federal CHIPS Act dollars. Oregon CHIPS has already attracted billions in planned Federal CHIPS Act investments to Oregon. Business Oregon recently released its Oregon CHIPS Biannual Report . The Research & Development Tax Credit for Semiconductors dedicates $255 million over the next six years to support leading-edge innovations in the state’s semiconductor sector. The Semiconductor Industrial Land Loan Program ensures the State will have shovel-ready, buildable land necessary for semiconductor manufacturers and suppliers to locate and expand in Oregon. The Oregon Semiconductor Center for Innovation Excellence will sustain engagement between research partners to encourage development and commercialization of new technologies. Continued investments in workforce development include the Quick Start Program, which provides paid training for future technicians, and the Mobile Training Project for incumbent workers looking to advance their careers. Creation of the CHIPS Child Care Fund, along with an initial $2.5 million for high-quality child care to enable skilled, diverse construction workers building the state’s semiconductor facilities.
