Owner Occupied Rehabilitation Program Community Development Block Grants Current: Owner Occupied Rehabilitation Program Overview The Owner Occupied Rehabilitation Grant empowers Indiana communities to establish local home repair programs. Awarded communities create programs that directly fund repairs on owner occupied residential properties, including roof water heater replacement, lighting and electrical upgrades and ADA accessibility modifications up to the threshold of the home. This program allows communities to improve their housing stock and for low-income homeowners to age in place, have better mobility and make needed repairs for their comfort and safety. The maximum grant award is $350,000 for cities and towns and $500,000 for counties. To be eligible for consideration, applicants must provide a local match of 10% of the total project cost. This grant amount is not guaranteed, each application will be assessed based on the project scope to determine whether a reduced funding level is deemed appropriate. Grant funding through the Community Development Block Grant program is calculated at $5,000 per project beneficiary. Eligible Communities Lead applicants must be a non-entitlement local unit of government (city, county, or incorporated town) that possesses the legal capacity to carry out the proposed program. If the applicant has previously received any CDBG funds through OCRA or IHCDA, the applicant must not have any unresolved monitoring/audit findings, any overdue grant reports or any overdue closeout documents. Applicants must notify their community liaison of their intent to apply by Feb. 13, 2026. Applicants without previous OOR-related experience are required to have a site visit with their community liaison prior to application. Collaborating with community liaisons on application materials is highly encouraged. Applications will be accepted from Jan. 29 until Sunday, March 1, at 11:59 ET via the  Indiana Electronic Grants Management System . Applicants are encouraged to submit their applications prior to 3   ET on Feb. 27, as technical assistance will not be available after that time.
