2025 PSD Annual Reporting Guidance Webinar – Zoom Recording The 2025 PSD Annual Report Template is available Power Source Disclosure Regulatory Advisory, Section 1394(b)(1)(C) The Energy Commission's Power Source Disclosure program provides consumers a detailed view into the sources of energy and associated greenhouse gas emissions their retail suppliers used to power their homes and businesses. This information is provided through annual Power Content Labels, which resemble nutrition labels, with a breakdown of energy sources such as hydroelectric, and natural gas. For comparison, the labels include the average power mix for California retail suppliers. Public Utilities Code 398.4(k)(3) requires any retail or marketing claims related to GHG emissions be consistent with the information on a retail supplier’s Power Content Label. Retail electricity suppliers report their electricity purchases and retail sales to the Energy Commission each year. Expand All Collapse All Background Information The Power Source Disclosure (PSD) program was established by Senate Bill (SB) 1305 (1997) to provide retail electricity consumers “accurate, reliable, and simple to understand information on the sources of energy that are used to provide electric services.” In 2016, the Energy Commission modified its regulations in accordance with Assembly Bill (AB) 162 (2009) and AB 2227 (2012); among the changes implemented in this rulemaking was a new requirement for retail suppliers to disclose purchases of unspecified power. AB 1110 (2016) modified the PSD Program and Power Content Label further by requiring, among other things, that retail suppliers disclose the greenhouse gas emissions intensity associated with each electricity portfolio. In 2025, the Energy Commission completed a rulemaking to implement AB 242 (2021), which established new annual deadlines for retail suppliers to post and distribute their Power Content Labels, and SB 1158 (2022), which requires the reporting of hourly data starting in 2028.
