Proposition 4 Offshore Wind Port Development Program

The Proposition 4 Offshore Wind Ports Development (POPD) Program can provide up to $475 million in grants to publicly owned ports for specified activities supporting the development of offshore wind generation, including: Expansion of port infrastructure to accommodate large vessels that service offshore wind equipment. Upgrades to port facilities. Construction of publicly owned port facilities to support offshore wind. The CEC must prioritize projects that can show matching funds or that are located at staging and integration ports that have released a notice of preparation pursuant to the California Environmental Quality Act process on or before February 29, 2024. The POPD Program currently has $225.719 million appropriated for program implementation. The CEC has approximately $183 million in unawarded funds that will be awarded through a competitive grant solicitation process and has awarded five grants. The CEC awarded five grants totaling $42.75 million for the  Offshore Wind Waterfront Facility Improvement Program using this Proposition 4 appropriation. January 2026 : CEC submitted a Report to Legislature, pursuant to SB 105 (2025), and began a public engagement process to inform the POPD Program. October 2025 : CEC awarded $42.75 million to five recipients for the  Offshore Wind Waterfront Facility Improvement Program . September 2025 : $225.719 million of Proposition 4 funding appropriated via SB 105 (2025). November 2024 : California voters approved Proposition 4. Notices and Documents Report to Legislature, pursuant to SB 105 Legislation and Statutes Public Resources Code Sections 90000-95015 codifies the program requirements for the Climate Bond (this section was added by Proposition 4 (November 2024)). Public Resources Code section 94540 authorizes CEC to support a variety of port upgrade activities related to the development of offshore wind generation. Originally approved for the ballot as Senate Bill 869 (Allen, Chapter 83, Statutes of 2024) Public Resources Code section 90135(e) authorizes CEC to develop regulations or emergency regulations for the purposes of adopting program guidelines and selection criteria. Public Resources Code section 90135(e) was added by Assembly Bill 149 (Committee on Budget. Public resources trailer bill, 2025). The Office of Administrative Law (OAL) has more information about the  emergency regulations process. Senate Bill 105 (Wiener, Chapter 104, Statutes of 2025) appropriated the CEC with $225.719 million for fiscal year 2025-2026 to implement the POPD Program (Public Resources Code Section 94540), up to $42.75 million which can be used for the Offshore Wind Waterfront Facility Improvement Program. SB 105 also appropriates $2.5 million for program administration to the CEC. SB 105 requires that the CEC encumber the funds by June 30, 2028, and spend the funds by June 30, 2030. Assembly Bill 107 (Section 36) has been signed and is now in effect. This bill provides an exemption to the Administrative Procedures Act for departments developing and adopting guidelines for programs funded by appropriations in the Budget Act of 2025 and earlier.
