The Department of Commerce Office of Renewable Fuels is creating a new technical assistance program to support key users of clean hydrogen and hydrogen-derived fuels. Commerce is requesting input from the hydrogen industry, prospective hydrogen users in related industries, and the technical assistance vendor community to shape the development of the program, which is expected to have funding available through June 30, 2027. This RFI will help inform the technical assistance program, which will be funded by the 2025-27 state operating budget. How to submit information You should submit responses to this RFI through this RFI questionnaire no later than 11:59 Wednesday, January 7, 2026 . Respondents may also contact the RFI coordinator to set up a time to discuss this solicitation and provide answers to the RFI questions directly to Commerce. Please note, a meeting would focus on the agency learning more about the industry and obtaining advice on the solicitation. A meeting would not include a discussion of the proposed solicitation. Responding to this RFI is optional and is not required to take part in any future funding opportunities Washington state may offer. Background Washington state has demonstrated interest in supporting the production and use of green electrolytic hydrogen and other renewable fuels as part of the state’s transition to a net-zero economy. Commerce’s legislative report, Green Electrolytic Hydrogen and Renewable Fuels: Recommendations for Deployment in Washington includes modeling that identifies which sectors are likely to need green electrolytic hydrogen and renewable fuels in the coming decades. The report shows where these fuels can be an effective way to reduce emissions. The report says the state can help speed up the use of these fuels, especially where or other barriers are slowing progress.
