USFWS Region 2 Division of Migratory Birds provides this Notice of Intent to make a single source award in the amount of $48,873 to Pronatura Veracruz in Veracruz, Mexico for the Veracruz River of Raptors (VRR) project. This Notice of Intent is in accordance with Department of Interior Guidance (505 DM 2.14) as justification for Single Source Determination. Pending availability of funds $34,000 will be provided per year in each future year through 2016 for this project. This year¿s funds are to support raptor migration monitoring efforts for the VRR project for the fall 2012 migration season, and to support associated environmental education programs. Pronatura Veracruz has been conducting the raptor counts annually since 1991 at and near Cardel, Veracruz. These sites record the largest volume or migrating raptors in North America, averaging over 4.5 million birds each fall. This is the sole raptor migration monitoring station in North America that is potentially in a position to detect long-term species-level population changes for some species of vultures. Pronatura Veracruz is uniquely qualified to conduct this activity in that it is the sole operator of the counts at this migration site; it is also the primary non-governmental conservation organization in the region. This Single Source announcement is published in accordance with FAR 6.302-1. This is not a request for competitive quotes; the intent of this Notice is for informational purposes only. There is no full announcement associated with this notice of Single Source award.
