Targeted Brownfields Assessment (TBA)

The Targeted Brownfields Assessment (TBA) program provides property assessment services at no cost to eligible applicants. It helps minimize the uncertainties of contamination associated with brownfield sites and can support efforts for cleanup and redevelopment. Eligible applicants include local government, quasi-government, or non-profit entities with consent from the property owner to access the site. Services can include: Phase 1 Environmental Site Assessment Phase 2 Environmental Site Assessment Geophysical Surveys Asbestos Surveys Lead Surveys Remedial Action Plans Limited Planning Activities Community Engagement Projects are accepted and funded on a rolling basis. Apply for an assessment by completing the application form and submitting it to the Ohio EPA Division of Environmental Response and Revitalization (DERR). Website: Division of Environmental Response and Revitalization Governing Statute: Federal Small Business Liability Relief and Brownfields Act P.L. 107-118 Eligibility: Local governments, port authorities, park districts, land banks, other public entities in Ohio, and nonprofit organizations (501)(c)(3)). Specifications: Grant funding is available to provide property assessments that will facilitate brownfield redevelopment and encourage participation in the Voluntary Action Program at no cost to eligible public entities. Assessment services are provided to public entities by qualified environmental firms under contract with Ohio EPA as well as the Division of Environmental Response and Revitalization's Site Investigation Field Unit.
