Workforce Development Workforce Development Division Workforce development, as a strategic approach to economic advancement, aims to bolster the state’s economic stability and prosperity by working with employers in our state to provide quality wage jobs for Nevadans. Workforce Innovations for A New Nevada (WINN) WINN represents the first workforce development training program of its kind in Nevada and is a commitment to businesses to arm them with the skilled employees that they need. The program is administered by GOED in coordination with Nevada System of Higher Education  (NSHE), The Governor’s Office of Workforce Innovation (OWINN), The Nevada Department of Employment, Training and Rehabilitation (DETR), and The Nevada Department of Education (DOE).
